This facilitated some cost savings that are always a priority. A few other changes were incorporated into the latter rev GPU but they are fairly minimal. The "green" debugs more closely represent the actual hardware sold to consumers. Unfortunatly there is no real good story to tell here, it was driven mainly because the old GPU's were no longer availible. And before you ask, the Yaroze hardware (and consumer units) have the same GPU and VRAM as in the "green" debugs.
