Aside from the legal issues (I don't know if there are any), Dual Shock capability, like all controller and memcard communication, is extremely convoluted and complicated (even prof. developers have trouble getting it right). It's not just writing "Wobble with a value of 255" to address 0xabc123. Reverser engineering it is not worth the effort.
