First off is the simple reason, it would allow piracy. Second, this would make the Yaroze too close to a full development kit, thus causing problems with developers who probably paid excess of $20,000 for theirs. And third, people would start writing their games for CD (I know I would), making games that other members couldn't download and check out, thus defeating the purpose of the "Net" part of Net Yaroze.
