There no reason why this shouldn't be working for you, you'd be better off finding out the problem rather than having to mess around with siocons. Loading the data files should be as simple as selecting the auto file and watching them download, you needn't take out the load exe or go commands as the loader skips over them. If you have no luck with it send the relevant files other to me and I'll give it a try.
