Sounds like a bad install of cygwin. Is the cygwin1.dll anywhere on your computer? It should be in /bin (under the cygwin root). But don't move it around yourself - you should use the cygwin installer. Just unzipping the various packages will not work properly. Best off checking the FAQ on www.cygwin.com and making sure you followed the download/installation procedure correctly. Martin.
