I got one for around the 20 quid mark (ATI TV Wonder VE). The software that came with it was pretty crap, but with 3rd party apps like DScaler or VirtualDub you can access all the features of the card. The quality won't be up to proper TV standards though, but with some fiddling around with the settings you can get some pretty good results. And if you have 2 graphics cards in your PC (or a dual head card) you could have your code on one monitor and the TV output on the other.
